Nine times out of ten they were spot bedded on five dabs of mortar with a hollow void underneath. Step on the unsupported middle and the slab cracks.
A patio in a back garden at ground level is normally permitted development and needs no permission. A raised patio or terrace is treated differently.
Porcelain does not need it. Sandstone and limestone benefit from it, because sealing slows staining and keeps the colour fresh.
